Attachments Dropping

When you have attachments in a request and then switch from say Private to External it gives a message that attachments will be dropped and they will need to re-attached.

Can we make this optional where the user gets the warning message but then can overwrite it and still include the attachments?

BUG:
There is also a bug when you use the Forward option with an existing request that has attachments and then switch say from Private to External. No messages comes up saying that attachments will be dropped, it just drops them without a message and some users might not catch that their attachments got dropped.
