Bug report: Multiple "Re" in subject line

The code that checks for the presence of “RE” in email subject lines appears to be case-sensitive, as it prepends “RE:” even if the subject already contains “Re:”. This results in emails that look like this:

Subject: RE: Re: Some subject line - {12345}

I try to correct these when I can but it’s a little embarrassing when mail goes out like this.

(when this is fixed, can we also lose the all caps RE: and get Re: instead, the way regular mail clients do it?)
