Create Request - Should it send an e-mail?

In Workspace the Create Request, is not sending e-mails.
I have been using “Create Request” to create tickets for my staff, on the behalf of users. When I create the request it does not send an e-mail to the user I created the ticket for. Should it be sending e-mails? E-mails are working using the portal to create tickets.

Disregard my last post, as I was failing to place a check in “Note is Public”
